FOS11 Statement Regarding Nomination of John D. Negroponte as Director of National Intelligence
Families of September 11 (FOS11) is looking forward to working with the Director of National Intelligence to ensure our intelligence agencies have all the resources and stature needed to adequately fight the war on terror. President Bush has nominated Ambassador Negroponte, a man with considerable diplomatic experience. We are pleased to see a nomination, and see it as a positive step toward fulfilling the mandate of the Intelligence Reform Act of 2004 signed into law two months ago today.
The 9/11 Commission states that the Director of National Intelligence's role is as "principal intelligence advisor to the President." He must also "manage the national intelligence program [including intelligence budgets]." We applaud President Bush's pledge to give the Director of National Intelligence daily access and encourage the President to give him full budgetary authority over all 15 intelligence agencies.
As family members whose loved ones lost their lives on September 11th, we feel compelled to monitor and work hand in hand with the new Director of National Intelligence to guarantee that our intelligence community is well equipped to do their important job. Without a strong Director of National Intelligence who can effectively oversee our national intelligence apparatus, the safety of all Americans is at risk. We look forward to Ambassador Negroponte's confirmation hearings to learn more about his plans as the first Director of National Intelligence.
At this juncture, we remain hopeful that Congress will take the opportunity to reform its oversight structure in order to coordinate with the new Director of National Intelligence to better protect the security of the American people.
